To read a Pentagon report “favorable” to Cuba

According to a story of President Bush who was excited by his successes in the invasion of Afghanistan and Iraq asked one of his closer advisers if the next on the list could be Cuba.

It seems that the then under secretary of State for Control of Weapons and International Security, the neo conservative John Bolton who agreed with the joke or wish of the President began in a rage to officially accuse Cuba in 2002 of having an arsenal of bacteriological weapons of world terrorism, the same used against Iraq to justify its invasion in 2003 without having any proof of the accusation.

To strengthen the accusation against Cuba Bolton did not hesitate to criticize the Pentagon and its Defense Intelligence Agency (DIA) of being soft in their opinions concerning Cuba by claiming it was not a danger to US National Security.
Waving a banner in front of the officials of the arrest in September of 2001 of the principal analyst of DIA, Ana Belen Montes, of passing information to the Cuban government that he claims is responsible for planting soft pattern in intelligence appreciations over alleged lethal capacities of the Cuban military.

He considered that Ana Belen Montes who supervised and prepared the analysis “The Cuban Threat to U.S. National Security” intended to deceive the president regarding alleged terrorist plans of Cuba.

In 1997 the Defense Department prepared the report together with the Central Intelligence Agency (CIA), the Bureau of Investigation and intelligence of the State Department, the Agency of National Security (electronic and cyberspace espionage) and the Intelligence Center of the Joint Command of the South to prepare if before the Intelligence Committee of the Senate.

Ana Belen Montes born in 1957 is a senior analyst on Cuban issues for the Intelligence Agency of the DIA was tried in 2002 accused of spying for Cuba. She recognized her accusations and was not repentant, she said, of helping the Island to defend itself against the aggressive policy of her country and was sentenced to 25 years in jail.

The DIA document reports that the conventional military capacity has been seriously damaged by the disappearance of military aid of the defunct USSR and assures that these conclusions are based on information gathered on the reduction of soldiers of the air force, Navy and land army, excluding in its analysis the Revolutionary Armed Forces (FAR) as a threat to US National Security for being incapable of organizing offensive actions against its neighbor of allies of the US.

To reach these considerations Ana Belen in reality did not need much help from the Cubans. The military strategy of the island was always defensive and since the early 1980s the doctrine of War of All the People was perfected, made public and proclaimed repeatedly by the Cuban leadership as the only form of dissuasion against potential aggressors that in an attack would have a high cost in soldier’s lives. But it seems that the political lobbyists in the Senate or within the intelligence community with a strong influence of the Cuban American right wing added to the report two chapters that, although did not change the general conclusions allowed a wave of propaganda against Cuba in the creation of conditioning US and international public opinion for an aggression of the Island and increase even more the blockade.

In this manner, speculation without any proof by the intelligence and counterintelligence systems directed towards the United States suffered a reduction and that Cuba shared intelligence with other countries including its adversaries in the United States.

Another part of the document entitled “Threat of Bacteriological War” refers to the current scientific installations of Cuba that could support a program of offensive biological war at least at the level of research and development. The biotechnology industry of Cuba is one the most advanced among the emergent countries and could be capable of producing agents of bacteriological war”.

It was enough for John Bolton to rave and unleash accusations early in May 2002 that the Island produces bacteriological weapons for terrorist countries that was immediately picked up by the western media.

President Fidel Castro answered the lies in a long declaration demanding that the government of the US and Bolton present one single shred of evidence to support the claim and explained in detail the objectives of Cuban scientific research especially in the Center of Genetic Engineering and Biotechnology mentioned by the anti Cuban press as the producer of biological weapons.

Amidst a long campaign of lies former president Jimmy Carter arrives in Cuba in May 13 of 2001 and the next day tours the Center where Fidel Castro waits without his olive green uniform that according to the international press is armored against any kind of weapon and instead sports a light blue guayabera. He accompanies the former president in visits to all the laboratories of the installation where, allegedly, work is ongoing on lethal diseases. The former president declared that Cuba does not produce biological weapons.

That same day, May 14, then Secretary of State Colin Powel acknowledged that Bolton had lied and pointed out that he believed Cuba had the capacity for biological research for offensive weapons. But we did not say that he really had the weapons but the capacity to do that kind of research. A congressman who read the report said ironically that according to that supposition any country in the world that produces an aspirin can be accused of the same.

John Bolton did not last long in that position and left the entourage of the neo conservative that accompanied President George Bush during his two mandates. Now he may be found among the think tanks of the extreme right wing planning his return to active political life.

And it seems that the intelligence of the community of the US continues to consider professional his report of 1997 that excludes Cuba as a danger to the Security of the United States although in its coordination and elaboration Ana Belen Montes participated at the time she was the main analyst for the island in the Pentagon intelligence and is today is a prisoner in a US jail of maximum security.
