Posada Carriles has lived in Miami for several years and is living apeaceful old age. He is the confessed mastermind of the blowing up of a Cuban civilian plane off the coast of Barbados and also the organizer of a group of bombings in several hotels in Havana in 1997.

A declassified document of the United States State Department dated 1976 lists Luis Posada Carriles as the most probable mastermind of the terrorist action against a Cubana de Aviacion plane that killed the 73
persons on board that year.

In a memorandum sent to the then State secretary, Henry Kissinger, by two high officials of that agency analyzes the accusations of the Cuban leader, Fidel Castro, of the possible involvement of Washington
in downing that plane flying out of Barbados on October 6, 1976.

The report that saw the light last year confirms the concern that the Central Intelligence Agency (CIA) was involved with groups of Cuban extremists in southern Florida.
According to the memorandum the CIA had ties with three of the persons “allegedly” implicated in downing the Cubana plane but any participation of these persons could not have acted without the knowledge of the agency”.

The text gives details of CIA ties with the persons identified with the sabotage and directly names Hernán Ricardo Lozano, Freddy Lugo,

Luis Posada Carriles, Orlando Bosch, Frank Castro, Orlando García,Ricardo Morales Navarrete and Félix Martínez Suárez.

It specifies that the agency only had contact in the past with Posada Carriles, Bosch and Martínez Suárez in different circumstances. Suárez was not involved in the action, the report adds.

The document signed by Harold H. Saunders, director of the

Intelligence Bureau of the State Department and under secretary of

State for Inter American Affairs, Harry W. Shlaudeman.

The document that is now part of the National Archives of Security but

a censored version was declassified by the Office of the Historian of

the State Department hidden in a volume of documents referring th

Central America and Mexico during the period of 1973 and 1976.

Cuba has denounced in many international scenarios that the blowing up

of the plane was executed by agents of the CIA. The Venezuelans Hernán

Ricardo and Freddy Lugo were responsible for placing the explosives in

the plane ordered by the terrorists of Cuban origin, Luis Posada

Carriles y Orlando Bosch.

Reports inform that Posada was trained by the US Army in installations

of Fort Benning, Georgia, during the 60s to perform military actions

in Cuba through the so called Mongoose Operation.

Posada Carriles has lived in Miami for several years and has a

peaceful old age. But he is the confessed author of blowing uup the

plane off the coast of Barbados and is also identified as organizing a
series of bombings in hotels of Havana in 1997.
