A necessary vote for peace: Cuba Network in Defense of Humanity

For some years experts in technology, scientists, philosophers and personalities of the world of culture have been expressing their inconformity and concern over the development of artificial intelligence weapons that in a few years could have devastating effects. Noam Chomsky and Stephen Hawking are just a few who have joined the demand.

The so called killer robots are weapons programmed by man for the purpose that once achieved could be activated and select and attack objectives without human intervention and to perform tasks assigned.

These features make them ideal for selective killing of persons or ethnic group; even to destabilize nations.
Stephen Hawking warned in 2013 that the “killer robots” could take control of themselves and could suppose even “the end of the human race”.

Just as once they raised their voices against atomic bombs or germ weapons; since 2012 a group of NGOs have joined forces in a campaign called Stop Killer Robots' directed mostly to prohibit and totally prevent autonomous weapons In April of 2014 representatives from 60 countries met in Geneva to discuss the security and question the ethics of this technology as well as its legal transparency.
Cuba has been one of the countries in the United Nations that has demanded, first an international definition of autonomous weapons and secondly, their prohibition. Without denying the importance of freedom of scientific research it has emphasized the need to prohibit before they begin to be used. Human and financial resources dedicated to research and development used for these weapons is necessary to eradicate poverty. Cuba also expressed concern because – due to the high cost of this technology it would only allow development by the richest countries – these weapons can be used as part of the psychological warfare directed against the weaker populations. On the other hand, the benefits derived from the capacity of autonomy could influence the fact of considering an armed conflict their property as a last resort to solve differences.

It is necessary to consider that these autonomous weapons are incapable of interpreting measures of International Humanitarian Right, of understanding the context, of differentiating between civilians and soldiers, of obeying legal and illegal orders; of determining if a soldier is out of combat or in the process of surrendering as well as evaluating the proportionality and other precautions established by International Humanitarian Rights; they also can be extremely lethal. Cuba has made the call to work on a binding legal agreement within the framework of the United Nations and the Convention on Certain Weapons.

Considering the scenario of the International Joint Conference on Artificial Intelligence, IJCAI held in July in Buenos Aires,
Specialized research in Artificial Intelligence and other scholarly studies have signed an Open Letter on Autonomous Weapons: from AI & Robotics Researchers, concerned that robots could have features with decisive power to fight, shoot or kill without human intervention.

The letter asks the key question for humanity today: do we wish to begin a world race of Artificial intelligence Weapons or do we want to avoid it.

“As most chemists and biologists are not interested in constructing chemical or biologic weapons, most researchers of AI have no interest in building AI weapons.

(…) “We believe that AI has great potential to benefit humanity in many ways (…). The beginning of a military AI arms race is a bad idea and should be prevented through the prohibition of offensive
autonomous weapons out of human control.”

The Network in Defense of Humanity is faithful to the desires and objectives of the World Community to join this Open Letter and bet again for the salvation of the human race.
