Venezuela and China Establish Strategic Association for the Well-Being of their Peoples.

The President of the Bolivarian Republic of Venezuela, Nicolás Maduro, and the President of the People’s Republic of China, Xi Jinping, agreed on Sunday to establish a strategic association in order to deepen relations and bilateral accords for the well-being of their peoples. Venezuela and China have had diplomatic relations for the past 40 years.

“We have decided to elevate [relations] to a new level and to declare a comprehensive strategic association between China and Venezuela,” Maduro said from Miraflores Palace, where he met with his Chinese counterpart who is on a state visit.

Relations between the two countries date to 1974, but it wasn’t until 1999 that President Hugo Chávez elevated them to a strategic level, which led to the development of important projects at the scientific level, such as the manufacture and launch of the Simón Bolívar and Francisco de Miranda satellites, as well as cooperation in oil, financing and infrastructure.
“Nobody can deny that in the past 15 years, with the arrival of Commander Hugo Chávez to the [presidency], relations have been strengthened by his clear vision of a new world that needed to arise in the 21st century, a new Latin America, independent and renewed. It was the Commander who brought relations between the two peoples to an extraordinary level,” Maduro commented.

President Maduro then noted that the relation has enabled a plan for energy, financial, industrial and infrastructure cooperation between the two countries. This has led to achievements such as the recently inaugurated Los Valles del Tuy Agroindustrial Commune milk plant, the launch of My Well Equipped House, and the current construction of an appliance factor.

The President also mentioned the alliance with China’s automotive industry, the installation of thermoelectric plants and the introduction of construction technology for housing in Venezuela.

Appearing with President Jinping, Maduro noted that new projects will be announced on Monday related to “increasing construction of building and cities throughout the country as part of the Great Housing Mission and with investment from the Chinese-Venezuelan Fund.”

In a later television appearance, the Venezuelan President indicated that he and President Jinping discussed issues related to housing development, infrastructure, appliance production and vehicle manufacturing.

Regarding technology, the two Presidents spoke about the launch of a third satellite in what President Maduro said was to “continue building our satellite knowledge and culture, without having to be dependent on anyone.

An Example of Growth

The Venezuelan President indicated that China “is already a power in the 21st century and is demonstrating that another world, with relations of respect [and] cooperation, is possible.”

China “found its own distinctive path of socialism, allowing it to be what it is today. Nobody can deny that it is the most economic power of the 21stcentury” and it has achieved this “by using their own formulas, by having faith in their history, in their destiny and in their path,” Maduro explained.

President Maduro also stressed that China has become a true global power without spurring wars or looting other nations. With this example, “a different humanity could truly arise, and we human beings could have a future where colonialism, old wars, [and] old methods of looting are left behind, and a world of comprehensive development could surge,” he said.

Using this perspective, China and Venezuela are spurring the development of a peaceful world and of recognition between nations “based on the trust between our cultures, parties, civilization, peoples and leaders,” Maduro continued.

Confidence in Venezuela

China’s President Xi Jinping affirmed Sunday that he is confident of the development aspects of ties with Venezuela, which has deepened its bilateral relations with Cina.

“We are willing to make an effort with Venezuela so that we will always remain friends and partners in mutual cooperation, to strengthen our nations and constantly elevate them to new levels,” Jinping highlighted before adding that relations with Venezuela “flow as long as the Orinoco River, which is endless.”

“I would like to express my eternal gratitude for, and will guard like a treasure, the deep sentiments of fondness shown by the Venezuelan people, pioneers of a great cause of revolution and liberation for Latin America who are writing timeless chapters under the leadership of President Maduro [and] achieving the consolidation of 21st century socialism,” Jinping declared.

Regarding the Maduro administration, Jinping said “that Venezuelan government and its people have the capability to manage their internal affairs well in order to preserve stability [and] harmony, and to achieve socioeconomic development for their country with resounding success.”

He also noted that in the meeting with his Venezuelan counterpart, they discussed deepening the bilateral agenda and other issues of mutual interest, where they reached wide consensus given the years of good relations.

“Together we reviewed the development trajectory of our diplomatic relations over the past forty years, and we agreed that, since the beginning, our mutual political trust has substantially grown,” Jinping said.

As such, he noted that the two countries will continue improving relations, and will also spur mutual protection in financial accords, perfection and strengthening of energy agreements, intensification of technological support, as well as continue increasing cooperation in mining, agriculture and industry.

Work Agenda

After arriving in Venezuela on Sunday afternoon, President Jinping visited the National Pantheon where he participated in a wreath-laying ceremony in front of the sarcophagus of the Liberator, Simón Bolívar, with President Maduro.

After the ceremony, Maduro presented Jinping with a replica of the sword Bolívar received by the Congress of Peru in 1825, following victories in the ballets of Junín and Ayacucho.

Later, in Miraflores Palace, Maduro presented his counterpart with the First Class Order of the Liberator medal in virtue of China’s cooperation with Venezuela and their constant support for the Bolivarian Revolution, which have made bilateral relations stronger and have led to the emergence of a multi-polar world.

According to the agenda released to the public, on Monday the two presidents will visit the “Ciudad Tiuna” Residential Complex that was built thanks to Chinese-Venezuelan cooperation.

In the afternoon, they will take part in the closing ceremonies of the 13thHigh Level Venezuela-China Mixed Commission that has been taking part in the Foreign Ministry since July 19. The purpose of this commission is to review progress on bilateral projects.

The State visit President Xi Jinping is on is part of a tour of various Latin American countries, including Brazil, Argentina, Venezuela and Cuba.
