"The blockade against Cuba has become a financial war"

¨The blockade against Cuba is increasingly harmful. It has become a financial war¨, declared by the Cuban Deputy Foreign Minister Abelardo Moreno in a press conference to present the report of the resolution 68/8 of the General Assembly of the UN: 

"Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba.”

The report will be submitted for approval on 28 October at the 68 session of the UN General Assembly. 

The economic damage caused to the island, "considering the depreciation of the dollar against the value of gold in the international market, is more than a billion of billions," said Moreno, who offered the exact number: 1 112 534 000 000 dollars despite the reduction in the price of gold compared to the previous year.
"At current prices, over the years, the blockade has caused damage to more than 116 880 million dollars," said Moreno, who gave a press conference at the School "Solidarity with Panama", home to hundreds of children with physical-motor or multiple disabilities. 

The Vice Chancellor reminded, for example, the Special Education Island has 982 workshops for teachers to integrate children to social and working life. However, the restriction imposed by the blockade prevents the acquisition of raw materials, supplies and technologies for these workshops. These affect 22 872 students with special educational needs. 

He explained that because of this policy, Cuban children suffering from retinal cancer may not benefit from treatment of ocular brachytherapy because radioiodine plates needed for this treatment are only produced by the 3M American company. 

As the report cites, "the blockade, aside from being illegal is morally untenable" and "there is not a similar system of unilateral sanctions that takes place with any other country in the world for such a long period." 

He recalled that despite international condemnation, this is aggravated without any political, ethical, moral and economic justification.

The Vice Chancellor said that when speaking of the blockade is not just a law, but a web of laws that have extraterritorial projection. "There is no scope in the economic and social life that escape from the destabilizing effects of the hostile policy imposed on the island for more than half a century," he added. 

He recalled that Cuba cannot import or export from the American territory or use the dollar currency. We cannot have access for credit, and because of the Helms Burton Act, any vessel to a Cuban port business has to wait 180 days to enter American territory. "It's a brutal affectation for the Cuban economy and society," he said. 

He said that there is a fallacy of the supposed "easing" of the aggressive policy of the American administration. However, the data contradicts this reality every day. Today, the main characteristic actions of the United States is the persistence punishment to third party countries that maintain relations with the island, with the absurd claim that their legislation has universal character when it comes down to the Cuban people. 

He exemplified how an Australian company should be governed by the laws of that country and cannot maintain relations with Cuba because its headquarters in Washington forbids leaving under its legislation to a State that is not where the company is based. 

Vice Chancellor said that extraterritoriality is more fierce and intense, and the worst is that it has become a financial war by the Treasury Department of the United States. 

According to the report it shows financial persecution against Cuba and the fact is that "only from January 2009 until June 2 of this year, the Obama Administration has forced Americans and 36 foreign institutions have been fined with almost 2.6 thousand million dlls, to maintain links with Cuba. "

The relentless persecution of Cuban financial transactions is one of the most visible of the decision to asphyxiate the Cuban economy features; he gave the example of the mega fine imposed to the French bank Paribas for doing financial transactions with the Caribbean country, among others. 

The blockade was implemented since 1960 by the Republican administration of Dwight Eisenhower, then held by Democrat John F. Kennedy with the purpose of "causing hunger and desperation in the Cuban population, in order to overthrow the revolutionary government". 

Vice Foreign Minister referred to the annual extension of the Law ¨Trading With the Enemy¨, enacted in USA as a war measure in 1917 to restrict trade with nations that are considered hostile. Barack Obama just extended as every year this law, a decision that has a policy of aggression and hostility against the island.
